Tools Needed:
Grab a texture background, I used one of the textures posted at
Photoshop Elements
Flaming Pear Twist Filter:

Now that you have the tools let’s get started
First Step > Convert Image to RGB to do this go to the Image Menu at the top and click on image > mode > Check RGB Color
Second Step > Apply Flaming Pear > Twist with the below settings
Third Step > Add a normal layer, Layer > New > Layer > Press Ok (Use Default Settings) – Next apply to the edges of the image the above floral brush – then flatten image Top Menu go to Layer > Flatten Image (Brush can be downloaded at the above link)
Fourth Step – apply Lucis Art filter with the below settings:
Fifth Step – apply soft mood Xero filter > Softmood with the below settings:
Sixth Step – apply Xero > Soft Vignette with the below settings:
